ABOUT US

The University maintains a full-fledged Foreign Students’ Office headed by the Coordinator, Foreign Students’ Office. The office acts as the nodal agency and assists the International Students' Community, in acquiring information about the registration, various programs, fee structure, eligibility, Visa requirements, accommodation, health insurance and their overall welfare through a unique 'single window system'. A dedicated portal for international students already exists for this purpose.

The Foreign Students’ Office is established for designing strategies and programs for attracting foreign students. Apart from offering a multi-cultural and inter-disciplinary learning environment, one of the main reasons for studying in Hemvati Nandan Bahuguna Garhwal University (HNBGU), Garhwal (Uttarakhand), India (HNBGU) is the affordable cost of living and a conducive learning environment. International Students are encouraged to participate in extra-curricular activities in addition to academics. The Foreign Students Office works closely with the university administration, faculties and various teaching departments to coordinate its activities.

OBJECTIVES

The Foreign Students’ Office welcomes all foreign nationals who wish to study at the HNBGU in different courses. The office is expected to work on the following activities:

1)    To coordinate with the foreign students and sponsoring organizations, address their grievances, facilitate networking, and extend all support to foreign students in adapting to life of the country and of HNB Garhwal University

2)    To facilitate the registration of foreign students with FRRO/e-FRRO

3)    To coordinate all matters related to welcoming and supporting foreign students, disseminate information related to the admission process among prospective foreign students

4)    To engage in the promotional activities and making the brand equity of the university study programs

5)    To allow students to widen their knowledge horizons, add cross-cultural

 

proficiency and global competencies to their personal and professional portfolios

6)    To usher in a genuine and meaningful “international” ethos in education, improve recognition and brand stature, revitalise connections within the international knowledge and professional networks, and achieve sustainable institutional growth

ACTIVITIES OF FOREIGN STUDENTS’ OFFICE

The Foreign Students Office of the University assists the International Students’ Community, in acquiring information about the various courses, colleges, tuition fee structure, eligibility, accommodation, health insurance and the accommodation offered by the University. It is also operative in arranging for the students’ admissions and their overall welfare.

The Foreign Student Office administers the special over and above quota of International Students. The Foreign Students Office acts as the nodal agency that coordinates all the activities related to the admission of International Students, information about facilities through a unique single-window system. Apart from handling the admissions and eligibility procedures, the Foreign Students Office coordinates with the Indian Council for Cultural Research (ICCR), Ministry of External Affairs and Ministry of Education (MEA & MoE) and with different Embassies and Consulates for various purposes including getting scholarships as well as in administering MoU’s with International Partners of higher education.

The International Student Office acts as a liaison between the students and the various Departmental Heads, as well as the Heads of Embassies, Consulates, their educational counsellors and their educational wings, throughout the world or with any other agencies of the Government of India or the Government of other countries.

DEFINITION OF FOREIGN STUDENTS

 

1)    Foreign Student: Foreign student in this context shall be defined as the student who possesses a passport of a country other than India.

2)    Persons of Indian Origin (PIO)/Oversea Citizen of India (OCI): PIO/OCI card holder with a passport of country other than India, who at any time held an Indian Passport, or who or either of his parents or any of his grandparents were a citizen of India by virtue of the provisions of the Constitution of India or Section 2(b) of Citizenship Act, 1955 (Act No. 57 of 1955).

3)    Non-Resident Indian: an Indian citizen who stays abroad for employment or is carrying on business for an uncertain duration is a non-resident.

 

Ten percent (10%) seats shall be allowed to be filled on supernumerary basis over and above the approved intake from amongst Foreign Nationals/Persons of Indian Origin/students from Tibet/SAARC countries in programmes of the University. Five percent (5%) shall be allowed to be filled from Non Resident Indians (NRI). Under no

 

circumstances shall an unfilled seat be assigned to anyone other than a Foreign National/PIO/OCI/NRI/Tibet/SAARC country.

The fees are to be paid in Equivalent Indian Rupees (INR) through online mode of money transfer. No cash is taken in admission process.

Students from SAARC countries and Tibetan nationals pay the course fees same as Indian students.

Students sponsored by the Indian Council for Cultural Relations (ICCR) or another authorised sponsoring agency will pay the same fees as those awarded to them by the ICCR or the agency.

This fee does not include the accommodation costs.

 

ELIGIBILITY CONDITIONS FOR VARIOUS PROGRAMMES

 

Eligibility qualifications for International Students will be the same as for Indian students for each programme. For detailed information log on to university website www.hnbgu.ac.in under “Admission Section”, refer Admission Brochure.

 

Language Proficiency

 

All the candidates securing admissions in foreign quota to the University Schools shall necessarily have to be either TOEFL or IELTS qualified with the scores as mentioned below:

 

1.  University School of Humanities and Social Sciences TOEFL–80  OR  IELTS-7

2.  University School of Management Studies and Law/Legal Studies TOEFL-70   OR                       IELTS-6

3.  For all other courses:

 

TOFEL-60     OR      IELETS-5

 

In the case of candidates applying on Indian Council for Cultural Relations (ICCR) Scholarships, the English proficiency score awarded and reported by the Council shall be considered as equivalent to IELTS score.

 

The essential requirement of passing the English proficiency test is exempted for the foreign applicants from SAARC Countries. Further, the candidates (from any foreign country) having completed their qualifying degree/higher degree from India or a foreign centre of Indian University/Board shall be exempted from the requirement of English

 

Proficiency. The English proficiency documents needs to be submitted along with the Admission Form and other supporting documents.

 

The SAARC candidates shall also have the choice to appear in the Common Admission Tests (such as JEE, CAT, CLAT, NIMCET, NEET, PGAC, NATA, etc.) required to be qualified by the Indian Candidates seeking admission in the University programs. On qualifying such Common Admission Tests, they may be offered admission on merit in parity with general Indian candidates.

In cases, where the University has prescribed a condition of passing a subject or subjects at some level, the Certificate/Mark sheet of the concerned examination in proof thereof should also be produced (original and one photocopy of certificates are required).

4.    Valid Certificate of TOEFL/IELTS

5.    All the relevant information/documents, which may justify the equivalence of their qualifications from the concerned competent authority – Association of Indian University (AIU)*.

6.    Transcripts/Mark-sheets/Degrees in a language other than English should be got translated into English language and candidates should attach a duly attested copy of the same, failing which their candidature shall not be considered.

7.    Conduct and Character Certificate from the Head of the Institution from where the qualifying examination has been passed or from concerned Embassy.

Following certificates are required at the time of admission:

SUBMISSION OF APPLICATION

 

Application complete in all respects should be submitted online along with the scanned copy of required documents. The last date for submission of online application will be announce separately.

 

VISA

 

The applicants should have valid Passport and Student Visa. The visa can be obtained from the Indian missions abroad by producing letter of confirmed offer of admission from the university. The visa must be endorsed in the name of Hemvati Nandan Bahuguna Garhwal University and be valid for duration of the course. A copy of this VISA is to be submitted in the Foreign Students’ Office of the university. VISA is not required for NRI students.

 

REGISTRATION WITH FRRO, POLICE

 

Upon arrival in India every foreign candidate must be registered with the Police, FRRO within 07 days from the date of first entry into India. The FRRO can impose heavy fines if this registration is delayed or not done.

 

ACCOMMODATION

 

Providing hostel facilities to students both boys and girls has been a priority of the University. The University is making all efforts to construct new hostels to meet the growing demand of students from outside for the facility and thus a tremendous progress has been made in this direction. Apart from that rented accommodations, paying guest with catering and self-catering services are available.

 

CANCELLATION OF ADMISSION

The admitted students should note that their admission stands automatically cancelled if:

1.    He/She fails to obtain long term Student/Research Visa from the Indian Embassy in his/her country on the basis of the letter of provisional admission.

2.    He/She fails to produce Original Statement of marks/grade point average certificate of the last qualifying examination or equivalent thereof at the time of admission.

3.    He/She is found to be medically unfit.

4.    He/She fails to fulfil any condition of eligibility for admission to the course.

If an overseas student enrolled in a programme at the University withdraws from the course within one month of acceptance confirmation, he/she is entitled to a full refund of tuition fees paid in advance. The remaining fees are non-refundable.

1.     Where is Hemvati Nandan Bahuguna Garhwal (Central) University located and how do I reach the University headquarters?

Hemvati Nandan Bahuguna Garhwal University (A Central University), hereinafter referred to as HNBGU, is nestled in the lap of Himalayan ranges in the Garhwal region of Uttarakhand.

2.     Why to select as HNBGU as study destination in India?

The University is located in the pristine Himalayan ranges offering salubrious climate ideal for pursuing higher studies. 3.     Who is a ‘Foreign National’?

A candidate is considered as a “Foreign National” who

     Holds a passport/Citizenship of a country other than India.

     An applicant having an OCI card and studying throughout in India will be considered as a “Foreign National”.

4.     Is there any requirement of qualifying the English Proficiency Tests like Academic IELTS/ TOEFL etc. for getting admission in the undergraduate (UG) course?

10.   What is the last date for the submission of online Application for admission at HNBGU?

11.   What type of Medical Insurance is required to be produced at the time of admission?

It is mandatory for all foreign nationals to possess medical insurance policy with evacuation clause for the period of their study and stay in the HNBGU. Tibetan candidates and Overseas Citizens of India (OCI card holders)/PIO cardholders will have to furnish only medical insurance. A simple insurance without an evacuation clause will be enough for these applicants.

12.   What is the ‘Evacuation Clause’ in the medical insurance?

An evacuation clause enables a student to claim reimbursement for his/her evacuation from the country, where he/she is studying, in case he/she has to be sent back to his/her country due to medical reasons.

13.   Do I require some sort of approval document from the Indian embassy in my country if I have an OCI card?

The candidate has to obtain a “No Objection Certificate” from their Country’s Embassy in India.

14.   How much tuition fee is payable by a foreign national student?

19.   I don’t have my passport at present. Can I apply online for admission?

Passport is a mandatory document required at the time of online application. However, if the process of obtaining passport is underway, you may apply now. In this case you need to upload the receipt of your application for obtaining passport while applying online. In this case, your admission will be subject to the production of original passport at the time of admission.

20.   I am presently studying at one of the Indian universities in India. Do I need to provide migration certificate and recommendation letter from my current university?

You will be required to submit the migration certificate from the present university in India at the time of admission in HNBGU.

 

 

21.   Can I apply in multiple programmes/courses in an online form?

No, you may only register for one program/course of interest using a single online registration form. You can, however, apply to any merit-based and entrance-based courses through different online applications.

22.   Is it possible to change/update the information provided by the applicant in the online application form, once the fee is submitted?

No, the applicant can’t change/update the information once the fee is submitted.

23.   Does University follow any policy with regard to ‘anti-ragging’?

Yes, HNBGU believes in providing a safe and secure environment to its new entrants. As per the UGC guidelines, 2009 regarding curbing the menace of ragging, the University strictly follows all norms relating to curbing of ragging in its campuses.
